Moving to La Petite-Nation, the guide we wish we'd had

No hospital in the MRC, no buses, cell service that drops in the woods. But a CLSC with an ER, a welcome passport and 25 town halls that actually pick up the phone.

The papers are signed, the truck's unloaded, and it hits you that you don't know which day recycling goes out, where the clinic is, or if your teenager can take a bus to see friends. (Short answer on the bus: no.)

The MRC de Papineau is 25 municipalities spread over more than 3,300 km². Life here is good. A lot of you are coming from Ottawa, or turning the cottage into the house. Either way, some things work differently than in the city, and it's better to know now.

Paperwork, week one

  • Change of address. Québec's address change service notifies seven departments and agencies at once, including the RAMQ (health insurance), the SAAQ (licences) and Revenu Québec.
  • Coming from Ontario or another province? Register with the RAMQ as soon as you arrive. Your driver's licence is good for six consecutive months; after that, you exchange it at the SAAQ, by appointment.
  • The Passeport d'accueil Papinois. Moved into the MRC less than a year ago, from somewhere else? The MRC hands out a welcome passport with discounts and intro activities at local businesses. One per address, picked up at the town office, the MRC or the Carrefour jeunesse-emploi.
  • The MRC's citizen guide, about a hundred pages on the 25 towns, schools, daycares, health and the SQ. A PDF worth keeping.

Health care

Let's start with the surprise: the hospital that serves the MRC isn't in the MRC. It's in Buckingham, part of Gatineau. The MRC says so itself: it's the only territory in the Outaouais with no hospital.

What we do have:

  • CLSC de la Petite-Nation, 14, rue Saint-André, Saint-André-Avellin (819 983-7341). Open weekdays 8 a.m. to 9 p.m., closed 11:30 a.m. to 1:15 p.m. Walk-in blood tests early in the morning, vaccines, routine care, and an emergency department on site.
  • CLSC de Val-des-Bois, 601, route 309 (819 454-2355). For the north end, often closer than Saint-André.
  • Coopérative de santé du Nord de la Petite-Nation in Chénéville (819 508-2070): more than 1,000 members, blood tests, doctors and other professionals.

No family doctor? Sign up right away with Québec's family doctor waiting list (GAMF) using your health card. Meanwhile, 811 option 3 can find you an appointment. And remember the pharmacist: they can extend a prescription or treat some minor conditions. Often saves a trip to Buckingham. School

The Centre de services scolaire au Cœur-des-Vallées runs the French schools; registration and a tool to find your neighbourhood school are on its site. For English or French immersion, it's the Western Québec School Board. Eligibility for English schooling in Québec is checked at registration, so look into it early.

Landmarks: the high school, École secondaire Louis-Joseph-Papineau, is in Papineauville, Saint-André-Avellin has elementary and high schools, and Namur has an English elementary school.

Several municipal libraries belong to the Réseau BIBLIO de l'Outaouais, e-books included.

Getting around

The car is king. The MRC admits it: there's no public transit on the territory.

  • Roads. Highway 50 links Gatineau and the Montréal area. The 148 runs through the riverside villages. Heading north: the 317 (Thurso to Ripon), the 321 (Papineauville to Duhamel), the 323 (Montebello toward Mont-Tremblant), the 309 along the Lièvre, and the 315 between Masson-Angers and Namur, with a gravel stretch.
  • Winter tires are mandatory December 1 to March 15 for Québec-registered vehicles. Once you switch your plates, that's you. Check Québec 511 before winter drives.
  • TAC Papineau offers shared transport to residents of all 25 towns: register, then book 48 hours ahead at 819 308-0788, ext. 0. Seven days a week, 5 a.m. to 9:30 p.m. Same number for adapted transport.
  • Ontario by water: the electric cable ferry between Thurso and Clarence runs weekdays 5 a.m. to 10 p.m. and weekends 6 a.m. to 10 p.m., $9 per car, free on foot. There's also a Fassett–Lefaivre ferry; call Fassett before you count on it.
  • Trains and planes: no station here. VIA stations are across the river (Ottawa, Casselman), and the airport is Ottawa's.

Internet and cell

Ottawa and Québec funded connections to homes all over the MRC. Before you buy, still check the national internet map, which shows, hexagon by hexagon, who offers what at your address, internet and mobile.

Cell service, honestly: several areas still aren't covered. In the bush, don't count on your phone to call for help.

Garbage and recycling

The MRC plans, but pickups, calendars and eco-centres are your municipality's job. There's no big regional eco-centre: each town has its own or a drop-off point, often residents only, with proof of address. Lac-Simon, for instance, has two routes and two calendars. The house in the country

  • Septic. Outside the villages it's a tank and a leach field. Several towns run pump-out programs, Lac-Simon among them. Check before renovating or adding a bedroom.
  • Your well. It's on you. Québec recommends an accredited lab test for bacteria at least twice a year.
  • Burning brush. Call the town first: many require a permit. And watch the SOPFEU fire index in summer.
  • The welcome tax. After you buy, the municipality sends you the land transfer duties bill. Budget for it.

Groceries and errands

The chain grocery stores are in Saint-André-Avellin, Chénéville and Ripon (Metro Saint-André-Avellin, Metro Chénéville, Intermarché de Ripon). In Montpellier, Marché Faubert is grocery, butcher, ready-to-eat counter, bakery and SAQ outlet in one. In Duhamel, the Coopérative de solidarité reopened in June 2026 with gas and a convenience store.

Full disclosure: the publisher of this site is a regular customer of Marché Faubert, Boucherie Les Produits David and Boulangerie Nouvelle-France in Chénéville, and Mécanique Avantage in Montpellier. For everything else, dig through the directory: nearly every village has a garage, a hardware store and a snack bar.

The 25 town halls

The town office is your first call for almost everything: permits, garbage, eco-centre, septic, recreation. Papineauville, Lac-Simon and Duhamel even have a page for newcomers.

Meeting people

The hardest part of moving here isn't the garbage schedule. It's meeting people. Three ways in: groups looking for volunteers, adult sports clubs, and if you're 50-plus, FADOQ clubs and the Fermières. Welcome home.
